Minutes of June 9, 2011 Special Meeting
Senior Center, Newtown, Connecticut

Present:  Michael Floros, Paul Lundquist, Robert Maurer, Michael Mossbarger, Alan Shepard, and Deborra Zukowski;  Absent:  Gary Steele, Ben Roberts, Nancy Roznicki;  Also Present:  First Selectman, E. Patricia Llodra

Mr. Floros called the meeting to order at 7:15 pm.  

Approval of Minutes:   Mr. Maurer motioned to approve the minutes of June 3, 2011, which was seconded by Ms. Zukowski.  The minutes were approved unanimously as written.  

Public Participation:  Ruby Johnson submitted an updated map that includes the proposed ambulance garage.  She discussed a playground and the trails and said that Jennifer Johnson discussed a Cultural Arts Center that would be positioned away from traffic noise.  She urged the First Selectman to work with P & Z to have a surveyor help visualize all the potential uses of the campus.  She also said the Police Department would want a facility that would be highly visible.  

Final Report Deliberations

Mr. Floros opened discussion on how to begin framing the solutions/recommendations.  Mr. Floros read Mr. Steele’s comments that were forwarded in his absence.  Mr. Maurer felt that all committee members should write their own list of recommendations to share and deliberate.  Mr. Lundquist said it would be helpful to have a more clear structure on how to frame everyone’s thoughts and to begin with the current MP and make appropriate changes.  Ms. Zukowski is not convinced to start with the current MP and has a structure for the report framed out.  

Mr. Floros feels the starting point should be to see what uses and themes to leave in or take out, then from that, drive the topics.  Ms. Zukowski said it should start with seven visions.  She discussed a simple structure where the vision would be first.   Mr. Lundquist felt all buildings should be taken down except Newtown and Woodbury.  The central park theme was also discussed and how economic development could be included to help support the recreational component (restaurant, coffee shop, ice cream shop, etc.)   The trail system, community gardens, a farming concept, and a four-season cultural and performing arts center were discussed.  

Mr. Lundquist read the vision called “Letting future generations develop the campus while mitigating immediate financial burden”.  Ms. Llodra suggested that the Fairfield Hills development be embedded into the POCD.  Committee members discussed their vision for the campus and view of how the final recommendations should be reported.  

Mr. Maurer motioned to adjourn the meeting at 10:00 pm.
